In Islamic law
Registration does not make a will valid — it makes it locatable, which is the practical requirement behind the hadith on keeping a will ready.
In Canadian law
Quebec has two near-universal registers; British Columbia runs a government wills registry through Vital Statistics for a small fee. Ontario and most other provinces have none, which is why private registries operate there.
We have not yet researched whether the four Sunni schools differ on this term, so we are not going to tell you either way. Where a specific case turns on it, ask a qualified scholar rather than relying on a general summary.
