The Canadian position
Expressed as a specific monetary bequest. Name a trusted person or organisation to arrange it, and state a sum or a formula.
The Islamic position
Hajj badal is well established. Scholars differ on the details of who may perform it and in what circumstances, so state the intention clearly and leave the arrangements to a competent executor.
We have not yet researched whether the four Sunni schools differ on this specific point, so we are not going to tell you either way. If your own case turns on it, put it to a scholar of your school.
